Sounds like it's the same person but she's sick. Both this episode and 651's credits say 宮村優子 (Miyamura, Yuuko)

her Kansai-ben is slipping into 'kawaii baby-talk' territory with all that breathy lisping and sing-song tones. she's also running through her lines at an incredibly fast pace. maybe she had the sniffles or allergy problems during these recording sessions.

Btw this scene with the old lady in the elevator talking about the devil alongside these murder/suicide cases might be a reference to the 2010 movie "Devil". The movie is really scary and worth watching if you are a horror movie fan xD
